The National Association for the Blind (NAB) Goa State Branch, established in 1983, is dedicated to empowering and supporting visually impaired individuals through inclusive education, residential facilities, and tailored coaching. As part of its commitment to providing a safe and respectful environment, NAB Goa has implemented a comprehensive Sexual Harassment Prevention Policy aligned with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

The policy aims to prevent any form of sexual harassment within the organization, covering its employees, volunteers, students, and associated personnel. It recognizes that sexual harassment can occur between colleagues, students, or even in interactions with third parties during work-related activities. Definitions provided in the policy specify acts considered as sexual harassment, including unwelcome sexual advances, physical contact, teasing, sexually explicit remarks, display of inappropriate material, eve teasing, and any other conduct of sexual nature that causes discomfort or humiliation.

Key roles and responsibilities are assigned to all members of the organization to foster a harassment-free environment. Staff and students are encouraged to support victims, refuse participation in harassment, and act as witnesses when necessary. The policy emphasizes confidentiality throughout the complaint and investigation process to protect the identities and reputations of all parties involved, with disciplinary measures in place for breaches.

The policy details a structured redressal mechanism through a designated Internal Committee (IC), responsible for receiving and examining complaints. Women who experience harassment are encouraged to lodge written complaints within three months of the incident; this period can be extended if justified. Assistance is provided to those unable to file complaints due to physical or mental incapacity, through relatives, friends, or authorized representatives. In cases where the complainant is deceased, a legal heir may file a complaint. Complaints can be submitted via email, physical delivery, or in person.

To maintain integrity, the IC is empowered to recommend actions based on findings. If allegations are found to be malicious or false, appropriate disciplinary measures may be taken against those responsible. The policy underscores the importance of confidentiality to protect the privacy of complainants, respondents, and witnesses. An appeal process is available for parties dissatisfied with the IC’s recommendations, to be filed within 90 days.

Additionally, NAB Goa emphasizes awareness and capacity-building initiatives, organizing orientation sessions, seminars, and workshops to sensitize employees and students about their rights and responsibilities under the law. The IC is required to prepare an annual report detailing activities and outcomes, which is submitted to relevant authorities to ensure transparency and legal compliance.

This policy reflects NAB Goa’s firm commitment to creating a safe, respectful, and gender-sensitive environment, ensuring all individuals can work and study free from harassment and fear. Through strict enforcement, ongoing education, and transparent processes, NAB aims to uphold dignity and promote a culture of respect and equality.
